2,400+ unhoused individuals placed into permanent supportive housing to date

Since implementing its Housing First policy in 2015, Milwaukee County Housing Services has become a national leader in ending homelessness. Recognized twice as having the lowest per capita unsheltered population in the nation, Key to Change supports Milwaukee's Housing First model through advocacy and financial contributions.

The holistic approach of Housing First combined with the efforts of Milwaukee's Community Intervention Team have reduced public service costs and provided permanent supportive housing to more than 2,400 individuals.

MISSION

To elevate awareness of our community’s quality of life programs, which are key in effectively assisting citizens with mental health and substance abuse issues, and improve the quality of life for Milwaukee citizens and its visitors.

The Key to Change campaign is the result of a collaborative partnership among Milwaukee Downtown, Business Improvement District #21 (BID #21), Milwaukee County Housing Services, City of Milwaukee, Marquette University, Milwaukee Police Department, the City Attorney’s Office and District Attorney’s Office. The campaign is also supported by other downtown neighborhood organizations and associations.
